Hanoi (VNA) – Hanoi has completed preparations
for the city’s 17th Party Congress for the 2020-2025 tenure, said Vice
Secretary of the municipal Party Committee Dao Duc Toan at a press briefing on
October 6.
Toan stressed that draft documents of the congress have outlined
the targets, tasks and solutions for the next tenure based on thorough assessments
of outcomes in the previous tenure.
He affirmed that the city’s Party Organisation had completed
all set targets in the 2015-2020 tenure, highlighting the efforts of the Party members,
administration and people of the capital city.
According to Toan, a new point in the process of drafting
the documents was the involvement of local officials, Party members and people
across the city. In particular, ministries, sectors and central agencies as
well as the Party Committees of the National Assembly and Government have also
contributed their opinions, while the Politburo has given ideas to guide the
process.
He noted that a new feature of the upcoming city Party
Congress is the building of a Plan of Action to implement the resolution of the
congress will be tabled for discussion during the congress.
Meanwhile, head of the city Party Committee’s Commission for
Popularisation and Education Nguyen Van Phong said preparations of documents
for the city 17th Party Congress have been implemented carefully.
The second draft Political Report was built based on the
review of the implementation of eight working programmes, five major tasks,
three breakthrough aspects, directives and thematic resolutions as well as
outcomes of eight research projects under the Programme No 20-Ctr/TU issued on
February 13, 2018 by the Hanoi Party Committee’s Standing Board.
Phong underscored that the report also includes updates from
the draft Political Report of the 13th National Party Congress.
He expressed the belief that the draft documents of the
Hanoi 17th Party Congress are the combination of the brainpower and
consensus of the entire Party Organisation and locals in the city.
Answering reporters’ questions on the personnel work for the
congress, head of the city Party Committee’s Commission of Organisation Vu Duc
Bao said that the city had assessed the legal documents of all eligible
candidates and submitted them to authorised agencies, while strictly following
five steps in personnel preparations as guided by the Politburo.
The number of candidates for the municipal Party Committee
in the next tenure will reduce by 5 percent and surpass the number of
to-be-elected members by over 10 percent. Among the candidates, young officials
make up more than 10 percent and female officials over 15 percent, he said.
At the press briefing, Pham Thanh Hoc, standing deputy head
of the city Party Committee’s Commission for Information and Education said
that three sub-committees have been set up to help the municipal Party
Committee with preparations for the congress.
He said that the Sub-Committee for document received
thousands of ideas for the draft Political Report of the congress from people
from all walks of life, including scientists, artists, intellectuals, entrepreneurs,
revolutionaries, officials and former officials of the Party and State.
Besides, the review of personnel work for the 2015-2020 tenure and the building
of personnel plan for the next tenure were conducted in line with regulations,
he added.
The Hanoi Party Committee has implemented steps in personnel
work in a transparent and democratic manner with highest responsibility and
high consensus, said Hoc.
He revealed that total number of candidates for the city
Party Committee in the 2020-2025 tenure is 81, 71 of whom will be selected.
Among the candidates, 47 are re-nominated and 34 are nominated for the first
time. The Standing Board of the municipal Party Committee will comprise 17
members, while the Inspection Commission will have 13 members, including one
Chairperson and four deputy chairs, he said./.
