Quang Ninh (VNA) – Many residents and Party members in the northern province of Quang Ninh view the draft Political Report for the 14th National Party Congress as logically structured and thorough, accurately capturing Vietnam’s domestic realities and the global landscape, with a strong focus on personnel work as a pivotal driver of national progress.
Pham Thuy Duong, Rector of the Nguyen Van Cu Cadre Training School, said that the draft should place even greater emphasis on personnel training, especially grassroots-level officials, in political theory and the regular updating of knowledge under the two-tier local administration model. The document should also add contents on Party culture, public service ethics, public oversight, alongside incentives to attract, reward and retain teachers, scientists and education managers.
The draft should deepen its evaluation of post-training workforce quality, pinpoint shortcomings and limitations in current training courses and outline reforms to align skills with real-world demands, she said.
Bui Thi Hoan, deputy head of the Party Building Committee of Dam Ha communal Party Committee, agreed with plans for a modern national education system on par with global and regional standards, elevating public knowledge; talent identification, nurturing and use, and lifelong learning, noting broad local support for the proposed education roadmap.
Contributors called for more detailed solutions to digital technology application, teaching method innovation and international partnerships to boost competitiveness, alongside stronger policies to lure and reward teachers and education managers.
The report should also introduce mechanisms to enlist private firms, overseas Vietnamese experts, research bodies and tech startups into the national innovation ecosystem, creating a core engine for new production forces, they added./.
