Nghe An (VNA) - Nghe An aims to become a relatively developed province in the country, a national-level growth pole, and the centre of the northern central region by 2030, Chairman of the provincial People’s Committee Le Hong Vinh delivered the political report at the 20th provincial Party Congress for the 2025-2030 tenure.
In the new term, Nghe An will renew the development mindset towards a more modern growth model; take science, technology, innovation, and digital transformation as the main driving forces; use institutional reform and governance innovation as leverage; and consider its culture and people as the foundation to create new momentum and breakthrough development.
The province will also shift strongly from extensive growth to intensive growth, with focus on developing the green economy, digital economy, marine economy, circular economy, high-tech industry, and high-quality services; and prioritising rapid breakthrough development in the eastern area and sustainable development in the western area of the province.
The political report sets out 39 specific targets, five key tasks, and three breakthrough priorities in terms of institutional reform, human resources development, and in infrastructure development for the 2025–2030 term.
Addressing the congress, Politburo member, Secretary of the Party Central Committee, Chairman of its Commission for Internal Affairs Phan Dinh Trac requested delegates to analyse and clarify the causes of limitations and weaknesses, especially the subjective causes as stated in the political report, in order to propose effective solutions for the next term.
Trac advised Nghe An to pay attention to planning, and planning management and implementation; and urgently adjust and supplement planning to align with new regional and spatial development orientations and strategies.
Priority should be given to investing in key infrastructure to create breakthroughs in strategic infrastructure; focus on developing culture, healthcare, and education; and improve the quality of human resources to meet the province’s development requirements, he said, adding that these tasks need to be carried out synchronously, in line with the spirit of the new Politburo resolutions on cultural revitalisation, breakthrough in education and training, and healthcare improvement.
The decisive factor to turn the congress’s resolution into reality is people, linked to organisational structure, especially the contingent of leaders and managers at all levels.
The official emphasised that the key task for Nghe An in the new term is to focus on leading and directing a two-level local administration model so that it can operate smoothly, effectively, and efficiently; be close to and attentive to the people; and improve the quality of public service.
Trac also noted the locality’s strategic position in terms of national defence and security, and urged it to continue deepening traditional friendship and special solidarity with neighbouring Lao localities, expand and enhance the effectiveness of foreign relations activities, and maximise the mobilisation of resources serving socio-economic development.
The congress elected the 20th provincial Party Committee for the 2025–2030 term, consisting of 68 members./.
