Party members, residents in Quang Ngai contribute ideas to draft documents of 14th National Party Congress

The draft documents to be submitted to the 14th National Party Congress have received high praise from officials, Party members, and residents in the central province of Quang Ngai, who also suggested the drafts further focus on Party building, organisation of local administrations, and development of the collective economic sector.

Quang Ngai (VNA) – The draft documents to be submitted to the 14th National Party Congress have received high praise from officials, Party members, and residents in the central province of Quang Ngai, who also suggested the drafts further focus on Party building, organisation of local administrations, and development of the collective economic sector.

Le Trung Viet, former chief of office of the delegation of National Assembly deputies and the Quang Ngai provincial People’s Council, expressed full agreement with the major viewpoints and orientations outlined in the drafts.

He particularly welcomed the breakthrough perspective identified in the draft political report of the 13th Party Central Committee, which highlights taking the satisfaction and trust of the people and businesses as the criteria for evaluating the effectiveness of the authorities and its cadres. He noted that this represents an important change, shifting the assessment of cadres from internal Party and governmental mechanisms to evaluation by the public and the business community.

Contributing to the drafts with regard to the implementation of the two-tier local administration model, Viet said it is necessary to add solutions and policies to attract, train, and regularly foster the capacity of officials and civil servants to ensure they are competent to handle their responsibilities.

He also stressed the need for clear regulations defining the functions, tasks, and powers of grassroots authorities to ensure quality public service delivery. In addition, the drafts should specify which issues must be published and made transparent for effective public supervision.

From the perspective of a practitioner and consultant in rural and community-based tourism, Nguyen Thi Diem Kieu, director of Binh Chau community tourism cooperative in Dong Son commune, expressed her delight that the draft documents emphasise the role of the collective economic sector and cooperatives.

The collective economic sector is a distinctive and advantageous model suited to rural areas, with the ability to mobilise and integrate both internal and external resources. It can simultaneously fulfil multiple important objectives, such as improving livelihoods, preserving cultural values, and protecting the natural environment, she said./.
